DepEd Balanga City Seals Global Agreement with Yangpyeong Office for World-Class Education

DepEd Balanga City signed an International Exchange Business Agreement with the Yangpyeong Education Support Office in Gyeonggi Province, South Korea, on March 26, 2026, to promote mutual educational cooperation. Schools Division Superintendent Dr. Roland M. Fronda joined Superintendent Yeo Mi-kyung for the ceremony, which launched joint programs in student exchanges, teacher collaborations, and cultural projects under the Yangpyeong-EDGE initiative..

This pact fits into Yangpyeong-EDGE, a global education network that combines Education and Global Exchange to support student activities across borders, with the Schools Division Office of Balanga City actively pursuing participation. Officials from both sides posed for a commemorative photo after the signing, as confirmed by the Yangpyeong Education Support Office. Superintendent Yeo Mi-kyung states, “This agreement will be a valuable starting point for our students to connect with the world beyond the classroom, understand different cultures, and grow together.” The MoU outlines cooperation in online and offline student programs, teacher information sharing, joint cultural projects, and mutual visits.

During the visit, SDO Balanga City was joined by Best Global Center CEO, Ms. Jeemin Lee and BGC Vice-President, Mr. Jaewoo Jeon, members of the Multisectoral Governing Council of the Performance Governance System (PGS). As a GOLD Trailblazer Awardee in the PGS Initiation Stage, the division’s strategic commitment includes advancing to the subsequent stages: Compliance, Proficiency, and Institutionalization, to progress through all four phases, from strategy formulation to sustained high-impact performance.

Both parties committed to areas like enhancing student global competencies, cultural exchanges, educator communication, and other agreed matters, per Article 2 of the MoU. They pledged good faith cooperation under Article 3, with the agreement valid for two years and automatic one-year extensions unless objected to. The Yangpyeong Education Support Office affirms its commitment to educational cooperation with Balanga City, extending learning beyond the classroom to a global context and building a sustainable education network.

A memorandum from the event expressed confidence that the agreement marks a meaningful beginning for practical exchanges involving students and teachers. The programs are designed to address local needs, including digital exchanges for schools with limited resources, ensuring equitable access to international opportunities. This effort is expected to expand global awareness and cultural understanding among students at the elementary and secondary levels while promoting structured collaboration.
