The field of education is significant in shaping the future of societies, relying
deeply on dedicated teaching personnel who tirelessly work to educate and inspire the next generation. However, a growing concern surrounds the escalating resignation rate among these educators, posing challenges to the stability and quality of education systems. Addressing this issue requires a thorough understanding of its underlying causes to develop effective strategies. In response to concerns about working hours, the Department of Education (DepEd) clarified that teachers are not exempt from the eighthour workday, as per the Civil Service Commission Resolution No. 080096 from 2008. Measures were implemented to strictly enforce the six-hour workday, preventing salary deductions for work conducted outside the school premises.
Moreover, the study acknowledged various benefits available to teachers, such as vacation leave credits, Proportional Vacation Pay (PVP), Study Leave, and Indefinite Leave, as defined in Republic Act 4670, the Magna Carta for Public School Teachers. To gain a comprehensive understanding of the escalating resignation rate, the research proposed an empirical analysis, building upon previous studies in the Philippines. These studies, conducted by Alegado (2019) and Honra (2020), highlighted challenges related
to teacher leadership and coping strategies during the COVID-19 pandemic.
The research aimed to contribute valuable insights into the root causes of the
increasing resignation rates among teaching personnel, utilizing a mixed methods approach. By examining the specific circumstances at SDO Balanga City, where a considerable number of teaching personnel had resigned, the study sought to inform targeted interventions and support mechanisms to address resignation rates in this division. Ultimately, the research aspired to enhance teacher retention, improve education quality, and foster a supportive working environment, thereby positively impacting the holistic development of students and the long-term effectiveness of the education system.
